Licensing Engineer (Regulatory Support)

Location: On-site (no remote)

Schedule: 4 days x 10-hour shifts (4/10s)

Pay Rate: $38 – $73/hour (commensurate with experience and qualifications)

Citizenship Requirement: Must be a U.S. Citizen

Position Summary:

This position provides regulatory and technical support for key station initiatives and objectives. The Regulatory Support Engineer interfaces closely with Engineering Projects teams, plant organizations, supporting vendors, industry peers, and the Nuclear Regulatory Commission (NRC). The role requires varying degrees of independence and complexity based on candidate experience, from entry-level guidance-based tasks to highly complex licensing interactions.

Principal Responsibilities (varying by experience level):

  • Licensing Basis Management:
  • Identify and research regulatory requirements, assessing impacts on the licensing basis.
  • Prepare and review licensing basis documentation, ranging from routine to complex changes, including licensee-authorized and NRC-approved alterations.
  • NRC Interactions:
  • Develop responses to NRC requests, participate in audits, clarification calls, public meetings, and lifecycle management of licensing actions.
  • Cross-Functional Support:
  • Collaborate closely with project management and technical staff to ensure alignment with regulatory frameworks and successful implementation of approved actions.
  • Reporting & Analysis:
  • Track, report, and maintain awareness of regulatory impacts on station projects.
  • Training and Development:
  • Attend industry workshops for professional growth.
  • Provide varying levels of support or training to internal teams on regulatory fundamentals and processes, based on experience level.

Education and Experience Requirements:

Positions will be filled at one of the following experience levels:

Level 1 – Associate Engineer:

  • Bachelor’s degree in Engineering from an accredited university and at least 1 year of engineering experience; OR
  • PE license obtained by accredited examination with at least 1 year engineering experience.

Level 2 – Mid-Level Engineer:

  • Bachelor’s degree in Engineering and at least 3 years of experience (2 years within DOE/NRC-regulated nuclear environments); OR
  • PE license with at least 5 years of experience (2 years within DOE/NRC-regulated nuclear environments).

Level 3 – Senior Engineer:

  • Bachelor’s degree in Engineering and 7 years of experience (2 years within DOE/NRC-regulated nuclear environments); OR
  • PE license with 7 years of experience (4 years within DOE/NRC-regulated nuclear environments).
  • At least one diverse assignment required.

Desired Experience (all levels):

  • Experience managing or supporting 10 CFR Part 50/52 licensing basis documents.
  • Participation in NRC interactions, such as presubmittal meetings and audits.
  • Nuclear power plant operator’s license or plant engineering certifications.
  • Experience with significant licensing basis changes (e.g., power uprates, license renewals).

Required Skills and Abilities (all levels):

  • Effective verbal and written communication tailored to diverse audiences.
  • Proficiency in Microsoft Office suite products.
  • Knowledge of engineering principles and methods appropriate to assigned tasks.

Desired Skills and Abilities (all levels):

  • Demonstrated operational experience in nuclear compliance or licensing.
  • Experienced with Adobe Pro and related business software.
  • Strong questioning attitude, attention to detail, and ability to prioritize tasks efficiently.
