Position Overview
The Site Safety and Health Officer (SSHO) is responsible for managing all aspects of safety and health compliance on assigned government construction sites. This position plays a critical role in creating and maintaining a culture of safety, ensuring compliance with EM 385-1-1, OSHA 29 CFR 1910 and 1926, and other applicable safety regulations. The SSHO will be the on-site authority for all safety-related matters and must have prior experience supporting federal government construction projects.
Key Responsibilities
Developing and Implementing Safety Plans
- Create, implement, and maintain site-specific Accident Prevention Plans (APPs) in compliance with EM 385-1-1.
- Develop and review Activity Hazard Analyses (AHAs) and work plans for each phase of construction.
- Ensure alignment with project-specific safety and regulatory requirements.
Conducting Inspections and Audits
- Perform daily safety and health inspections, including job hazard analyses.
- Maintain a written log of inspections, identified hazards, and corrective actions.
- Ensure that subcontractors comply with the APP and all safety standards.
Providing Training
- Conduct safety orientations for all site personnel and subcontractors.
- Lead daily toolbox talks and safety briefings.
- Deliver ongoing training in line with OSHA, EM 385-1-1, and site-specific needs.
Incident Investigation
- Conduct investigations of all job site mishaps, injuries, or near misses.
- Identify root causes and develop corrective action plans.
- Complete and submit required accident reports to project leadership and agencies.
Enforcing Safety Regulations
- Monitor and enforce compliance with PPE requirements and all safety protocols.
- Oversee safety activities including crane lift plans, lockout/tagout, fall protection, confined space entry, and more.
- Possess authority to stop work in unsafe conditions.
Maintaining Safety Documentation
- Maintain current MSDS for all hazardous materials on site.
- Prepare monthly contractor safety evaluation checklists.
- Ensure accurate records for audits, training, incidents, and corrective actions.
Communicating with Stakeholders
- Interface with project managers, field supervisors, subcontractors, and government officials.
- Participate in safety meetings during preconstruction and throughout the project lifecycle.
Promoting a Safety Culture
- Advocate for a proactive safety culture on-site.
- Encourage open communication, near-miss reporting, and safety accountability.
- Lead by example through professional and safety-focused conduct.
Essential Skills and Qualifications

Experience: Minimum of 5 years continuous experience as an SSHO on construction sites, preferably involving federal government projects.

Knowledge: In-depth knowledge of OSHA standards, EM 385-1-1, and government safety compliance requirements.

Technical Skills: Ability to lead and manage site safety programs, perform inspections, and interpret safety documentation.

Communication: Strong verbal and written communication skills for engaging with all levels of field and administrative personnel.

Leadership: Proven ability to lead safety initiatives, conduct training, and implement compliance strategies.

Attention to Detail: High level of accuracy in safety documentation and reporting.
Preferred Certifications
- OSHA 30-Hour Construction Certification
- EM 385-1-1 (40-Hour) Certification
- Current First Aid/CPR Certification
- Additional construction safety education within the last 4 years
- Professional safety designations such as CHST, CSP, or STS (preferred but not required)
